If you want your sim to have high quality crops with the gardening skill you’ll want to evolve all your plants. This isn’t something you can do whenever you want! You need to wait until the plants are ready for you.
You’ll know a plant is ready when you look at it and it looks like it’s sparkling. This only happens to plants that are well-cared for, so you need to make sure that you are checking your garden daily to weed and water and spray for bugs to keep them happy.
Once you see a plant that is sparkling you can click on that plant and you’ll see an option to evolve. This has a little description box that says “After taking such good care of this plant, a little more work and it is sure to increase in quality!”
At any time you can hover over a plant to see its current quality and once you evolve you’ll reach the next level which will allow to sell them for money and make higher quality outputs with them.
